What I liked:
Justice at Sea is the second book in the Empire of House of Thorns series, a Fae adventure set in Victorian England, and this book primarily takes place at Sea, with Justice being the admiral of the ship taking on the fae in a ruthless sea battle. The sister is struggling as she takes on her role of a magician; get this, a Dragon is going to train her; that is where I wish the story would have stayed. However, the plot is entertaining and serves its purpose as a middle book in a three-book series.
Final Verdict:
I love the world-building in this book. The characters, the ocean setting, the ships, And the way Klaver weaves different points of view into a single, incredible story. Way worth the read. If you haven't read the first one, grab that one, too!
